I am at a loss, I am trying to install the VPN client on a 2003 Enterprise x64 server and when I try any of the following installation clients I receive a 1721 error.

In the case of Cisco that is a pcf file. You just run the file and the NCP Import wizard will import all the settings automatically - works like a charm. As Karsten has already mentioned Cisco VPN Client is end of support and you should move to AnyConnect. That being said, there is a work-around.
